There's no reason why Fatal Fury would perform any differently across platforms than Street Fighter or Tekken or Mortal Kombat or Guilty Gear do. Playstation has the biggest base of players but the fanbases of each series exist in the same proportions, just smaller absolute numbers, on Xbox/PC/Nintendo.

When your pockets are as deep as a sheikh's you can write something like this off as a very expensive advert for the next installment. Make it free, get people playing. Charge people for skins, taunts or whatever shit people buy for some side cash and try and build a base for an incremental upgrade. People are still playing crap like Fall Guys 5 years after launch and it's a twenty minutes of entertainment game.

The very worst they can do seems to me to be exactly what they're going to do - keep it premium, no one buys it, no one hears it ever existed, nothing to show for it at all.
