Hack or setting? Korean KOF '96

I recently bought a VIC-A KOF '96 and it's doing the strangest thing. I have my board on free play and it is a Japanese BIOS. The game plays completely normal except for one major issue. I have instant charge and instant MAX mode meter if I'm touched by the opponent. My gut says this has to be a hack but I would have never expected on a legit looking cart. Can anyone confirm what's going on?

pics of the cart boards? tried clearing the backup ram of the MVS? using original BIOS or original one?

Well, clearing the backup RAM didn't work but I opened up the cart and found something interesting. So is that chip suppose to be there? lol

The extra chip is on the back of the PROG. Has anyone seen this done before to a KOF '96?

I've seen something like that before. Normally that extra chip is in the form of an eprom sitting in socket EP1. If you can desolder that chip on the back, everything should be back to normal.

I have more questions though. I believe I have the answers but I would like a more experienced opinion. Why was this mod done? Was it an arcade owner? and is this common?

I've only seen pre-hacked carts never a modded cart.

I've seen this mostly on KoF carts like 96 and 99. It's probably similar to the rainbow edition boards of SF2. Makes the game more interesting or easier in some aspect.

Thanks for sharing. So for those that would know, that chip is doing more than just storing data right? Is it intercepting reads and returning data that maxes out the super meters and such? Or am I missing something and that is just data and the original ROM is disabled in a way that I can't tell?

It's a patch rom.

Too bad it's not a cool hack. I'd still keep it as is and just find another KOF 96. How often do you see a modded KOF '96? Might be a nice one just to mess with to see how it differs once you have the real deal in front of you to compare, though having the meters instantly max does seem kind of annoying.

It's kinda cool I guess now that I know the bosses are playable. I have no idea how I missed that but I'm so use to playing the normal game my eyes glanced over them I guess. I ended up keeping the game as is. I have no idea of the value of a modded cart and it doesn't seem to be that common. I have seen bootleg/hacked versions of the game with these changes but not a chipped cart. Below is a video of it
