Yes I see it now and can scrape some of it off with a pick. (I know that won't help)
I do have a cheap voltmeter but I'm already inching pretty close to edge of my confidence level, at least for the night.

I'm now wondering what the humidity is like where you are. That kind of stuff builds up on boards stored where it gets past the dew point. If you have that kind of cake on the NEC pins, there could be other areas where it is going to give trouble. That said, after you cleaned it the back looks clean and those traces look perfect-ish. Once you have socketed a Uni-Bios you'll know a little more. Probably worth buying a Diagnostics (smkdan) rom for future aswell.

Humidity here can get really nasty and unfortunately the board was in a storage unit for a while.

Bicarb soda and distilled water, scrub in and let it sit. Wash the fucker with detergent and blast with a hose, let it dry in the sun or chuck it in an off but hot oven with the door open. Reflow anywhere that looks shit.
