It'd probably be easier to find a USA/Japan/Asia region board and remove the white tabs to make the motherboard region free. The tabs are just a physical form of region lock out and pins are just extra grounds that aren't used.

It's super easy to change the region of the JP carts by changing a single byte on one EPROM and re-programming. That's what I did when I had an F3 setup.
