Letting you guys know, I bought a Neo AES from
kyoto-japan_since1979

It clearly showed a SNK PSU in the pictures, and in the description it said manual in Japanese.

I got some knock off PSU that doesn't even put out the right amps, it only puts out 840ma not 1000ma, it does output the 10v and system came with no manual. I've tried to contact him for 2 days and he's ignoring me email.

He posted fake pictures and doesn't shit everything that is listed, ie the manual.

I dont think this is a "scam" scam would have been shipping you a brick.

But anyways, the things you are complaining about seem pretty minor to me. Luckily you bought off ebay so you can file a complaint and get some sort of refund or get it resolved.

well finally after emails, he refunded me $50 so I can order the correct PSU..

Always ask questions before making a big purchase overseas. It does say manual japan, but he doesn't show it in the picture..should have asked first as it may just be a case of poor english. As far as the plug goes, that's a legit gripe.

My advice would be to give it a few more days and see if you get a response. No answer after 2 days doesn't make the seller a scammer. If you paid in PayPal and you're not getting a response after a week or so, open a case and see if you get a response then.

Its not uncommon for Japanese sellers to use stock photos. Some of them don't even physically have all of their listed items in stock - they go out and buy it once someone places an order with them.

This shit is common on feebay JP sellers. They show pictures of stuff and then have to "get it" when they dont have it in stock.

I remember getting a CIB new AV fmaicom from feebay around 2011 and it took forever to get to my place. The thing was missing one of the dog controllers, and the box was beat to shit. I got $10 back in credit for the missing controller when they are worth far more.

I was under the assumption that not having the item in hand was against eBay policy? Maybe they could figure out something that requires you to post your user id in the pic with the item.
