Are the rgb levels adjustable on these?

No adjustment pots on these but should not need adjustment for any consoles outputting standard 0.7Vpp RGB.

No sorry I would need to redo the PCB for a cost that is most likely more than just buying the Euro SCART cable.

Thanks for the reply, helpful to understand that. In my case I've got 4 different JP21 cables that I'd use it with, so the convenience might have been worth it.
