like newer games not new old stock. i think they did it for metal slug 3 . what is the chance of it happening again?

I wouldn't call that a second release at all, simply a second run.

Say a factory is planning on producing a quantity of 500 items, but they end up getting more orders than 500, so they produce 1000 instead.
