Serial Numbers on MVS carts question

Why do some people (distributors included) feel the need to either cut out or colour over the serial numbers on MVS carts?

I can understand replacing Japanese text labels, but this? <IMG SRC="smilies/spock.gif" border="0">

90% of the time it is for 2 reasons.
1) The game may have been stolen.
2) The game is converted from some other game.

Nope that is not it at all... OK, maybe the game is stolen, but that is a rare scenerio. See, the carts are sold to regions... you are not supposed to operator or sell the carts outside of your region... removing the serial... hmm, where was this cart supposed to be from... see the point! Not that SNK cares, but companies do it to cover their ass so when a Japanese Puzzle Bobble shows up in an American Arcade, no one gets fines out the booty. That is the real reason,

nruva is exactly right. Kinda like how they color code the CPS2 boards and s/n them.

When you play with japanese games, the first screen you see is warning for games which are sold outside of the territory, that's the reason.

It is very common, several of my carts have had the numbers cut out! <IMG SRC="smilies/ohno.gif" border="0">
