Suspect cart on ebay?

I see a Money Exchanger cart on ebay that I was thinking of buying.
Problem is, the guy is refusing to take pcb pics.
When I asked, he said "I am not openeing the cart since it has never been open. I dont deal in fake crap. As far as I know this is legit. I have owned it for over 4 years."

What if I get this thing and its a boot?

Does paypal/ebay protect me in that case?
