SvC Chaos question

I was playing some SvC lastnigt at 8 on the Break in Dunellen, NJ and they had the machine set up for 50 cents and 25 cents to continue.
Anyway, during the continue count down if you insert 25 cents then let the timer run down you get to start a new game for just a quarter.
Do all Neo games set up for a 50 cent start/25 cent continue do this, is this something SvC just does, or what?

You can change it in the dip settings I think. You could make it a quarter to start and a dollar to continue if you wanted.

Yeah, I understand all that.
I just thought it was a bit odd it would allow you to carry over a 25 cent continue credit to a full new game.
