I bought a time sleuth lag tester last week and just got to fiddling with it. I’ve been testing the various TVs and monitors I have laying around. Most have worked like I thought it would. Small number from the top, bigger number in the middle and even bigger number at the bottom. But one tv I tested just shows 4ms at all 3 positions. It’s a samsung 32” 1080p tv. Would anyone have an idea why it’s doing this?

Maybe it's got a strobing backlight and you can't measure the lag until it strobes. Maybe it's actually updating the panel in some kind of non-raster pattern. Or maybe it's a portrait-mode panel or something stupid like that.
