Here are some things I'd put in CvS3:
Groove Changes:
P-groove: Make it more like SFIII 3rd Strike. Add the EX-Specials as well as the ability to save multiple supers. Some supers should require 2 levels to use.
K-groove: Make it more like Garou in general.
New Grooves:
Cap'94 (SSFII Turbo): Like using the "old version" character codes from SSFII Turbo. No super moves, but normals and specials do slightly more damage.
SNK'94 (AOF2): Every special move would require a bit of your spirit meter. Super moves would do GRAVE damage (50% or more) but would be harder to attain, just like an AOF title. Your spirit meter would be vulnerable to taunt-downs.
New Characters:

*SFIII 3rd: Dudley, Alex, Q, Remy, Makoto, Twelve
*Final Fight 2: Carlos, Philippe (the clown)
*SFZ3: Karin
*Final Fight: Cody, Haggar, Guy
*SFIII: Gill (none of that Resurrection jazz here however)
NOTE: Morrigan should be redrawn.
SNK:
*RBFF2: Bob Wilson, Hon-fu
*KOF2001 New Faces: K9999, Mei-Li, Angel, Foxy
*Garou: Freeman
*KOF2001: Ralf & Clark (bring over the "Cross Changer!" intro), Robert Garcia, Andy Bogard
*KOF'96: Krauser, Mr. Big
Boss Teams (you'd need a certain amount of groove points and no continues)
*Capcom: Psycho-powered M. Bison, Shin Akuma, and Gill (all Ratio 4's)
*SNK: Geese, Krauser, Mr. Big (all Ratio 4's)
(To compensate for all three bosses being Rt. 4's- you'd get your current character's life bar refilled completely after beating one of the bosses.)
New Stages:
1) Berlin- This one would be a German techno club where the fighters are on a rotating stage.
2) New Orleans- Bourbon Street during a Mardi Gras with plenty of crowd noise.
3) Miami- The fighters battle on a blocked-out section of freeway. On the other side of the freeway, there's rush hour traffic. Past there, you can see some palm trees. Way off in the distance is a cityscape.
4) London- A revamp of the original CvS2 stage, except it's winter and there's some snow falling.
5) Shinjuku
6) Beijing
7) Ocho Rios, Jamaica- An outdoors scene with DeeJay's band performing live.
8) Southtown Ruins- Southtown after getting nailed with the Zero Cannon.
9) Metro City- A downtown look, like that of the first scene from Final Fight 1's last stage.
10) New York- Revamped version of the NY stage from CvS2.
11) Mittelgebirge- Strolheim Castle. (SNK Boss team's stage)
12) Thailand- Inside the Shadowloo Fortress (Capcom Boss team's stage)
