Atlus is only the publisher in the US. Can't you start the game with a normal PS3 controller, then hot swap for a PS2 stick and reassign controllers? That's what I had to do with Scott Pilgrim, and it worked.
I'm using a HRAP with a 3 in 1 PC joy box converter. It works on every other fighting game except KOF XIII

Some of this stuff is ridiculously specific. Like if I do a series of combos that lead into Kyo's , and then I want to juggle with his DM, and then cancel into his Neo Max, I have to let him land in the exact right spot before I hit the DM, or else the flame from the Neo max cancel will miss them, and there goes all my meter.

You do, but you need to cancel it on the first hit of your super. You can't let your super connect and then mash. Immediately after you do the DM motions, you need to immediately go into the Neo Max motion and have it end RIGHT on the first hit of the DM, so it will cancel. When you're inputting these commands, it has to be fluid and right on time.
EDIT - So it should go like this:
Enter Drive Mode - input motion for DM, immediately after you hit PUNCH to complete the DM, go into NEO MAX input motions and time it to where the LP+HP that completes the NEO MAX hits immediately when the DM connects for the FIRST hit.
I haven't seen many people who have that kind of play style. There was one miguel guy on PSN who had a really decent Kula. He sucked with the rest of his team but when it came to Kula he busted out some deep combos. I think that's a lot of people. hey have one character they can actually use. It would be kind of cool if online had a 1-on-1 option.
